Romans 3:21 – in to all who are believing

…yet a righteousness of God through Jesus Christ’s faith, for all and on all who are believing, for there is no distinction.

The fact that GOD has made his righteousness public means that He Himself guarantees the fulfillment of His promise and thus does not depend on man. Hence it also says “apart from law”. That makes it a solid, good message for any human, “for there is no distinction.” Nobody can add or take anything away from it. The Gospel is a communication. The truth of a statement is completely independent of whether it is believed or not.

At the same time, it is also true that by definition a message only hits home with those who believe it. Passing on a communication only makes sense if the recipient also agrees. It is therefore significant that Paul here uses the preposition “into” (Gr. Eis). “… into all who believe”. (CLT translates this with “for”) That means, it enters those who believe.

Paul as a herald has made it known that the living GOD is the Savior of all people. Everyone can hear it! But not everyone believes it. Orthodox Christians may not even believe it. That’s tragic, but thankfully… GOD is also their Savior!
